ORGANOGRAM OF THE MINISTRY OF PLANNING, INVESTMENT & INTERNATIONAL COOPERATION

Planning & Development Department

Compile all the current laws, policies and strategy papers and documents of every ministry and agency including the Ministry of planning

  • Finalize inputs of 5YP and annual government strategic plans

  • Initiate and produce policy papers

  • Organize policy round tables, seminars and workshops

  • Establish capacity for public policy research

  • Establish SDG inclusion capacities

National Planning / 5YP & Policy Section

State-wide coordination of government planning

  • Supports a national planning commission by organizing meetings, minutes and follow-ups

  • Standardization of ministry / sectoral planning

  • Outreach to regions and districts for institutionalized bottom-up and top-down planning processes

  • Manage and supervise three coordination offices/ officers: ROs to provide policy, planning, financial, supervisory, personnel and technical support services for all outreach efforts and Programs in a region, district and towards community and implement respective ministerial initiatives;

Government Coordination Section

  1. Identifies and produces a list of all the projects currently under way and/or planned by each ministry and public agency

  • Propose adjustments and identify priority projects aligned to 5YP and state strategic plans

  • Lobby for project priority funding together with International Cooperation Department, MoF and other sector ministries

Project Planning & Development Section

Revise the existing result framework both at state and sectoral level and update

  • Monitor plan implementation in collaboration with the State Ministry of the Presidency

  • Provide a data repository of all M&E results government-wide

  • Produce/ update and communicate guidelines for M&E activities in the government

  • Build government-wide capacities of monitoring & evaluation in each line ministry
